On January 29-30 2010 in the Courts of Justice in Sofia was organized an international training seminar within the framework of the Project carried out by the “Journalists against Corruption” Club – “OLAF – FACING EUROPEAN CITIZENS. THE ROLE OF INTERNATIONAL COOPERATION FOR PREVENTION OF FRAUD AND MISUSE OF EUROPEAN FUNDS. AN INTEGRATED INFORMATION CAMPAIGN”, co-financed by the European Commission (OLAF) under the “Hercule ІІ – 2009” Program. The Project was conducted by the “Journalists against Corruption” Club in partnership with the Chief Prosecutor’s Office of the Republic of Bulgaria, the Ministry of Internal Affairs of Bulgaria, the Czech Customs, the Chief Procurator’s Office of Slovakia, Italy’s Guardia di Finanza and the ZKA of Germany.

The primary discussion topic in the program of the seminar was "The fight against cigarette smuggling and illegal production”The experience of Germany and the Czech Republic

In the seminar opened by Mrs. Reneta Nikolova - President of the «JAC» Club, associated member of the communication network of OLAF (OAFCN), participated with presentations Mr. Alessandro Buttice - OLAF, Head of Unit OLAF investigations/A3, “Direct Expenditure and External Aid”, Directorate A Investigations & Operations I., Mr. Wolfgang Hetzer - OLAF, Adviser Anti-corruption, Mr. Wolfgang Schmitz – Spokesman of the German Office for Customs (ZKA), member of the communications network of OLAF (OAFCN), Mr. Jiri Bartak – Spokesman of the Czech Customs, Mr. Gian Luca Berruti – Guardia di Finanza of Italy.

Congratulations to the participants in the seminar were read on the part of Mr. Tsvetan Tsvetanov, Deputy Prime Minister and Minister of Interior, Mr. Boris Velchev, Prosecutor General of the Republic of Bulgaria, Mrs. Margarita Popova, Minister of Justice.

In the congratulations and speeches was underlined the beneficial cooperation of the JAC Club with the Bulgarian and international institutions in the fight against corruption to counteract fraud and misuse of European Funds.

There was expressed deep condolence on the passing away of the Director-General of the European Antifraud Office, Mr. Franz-Hermann Bruner, who through his high professionalism had managed the activity of protecting the financial interests of the European Union and of fighting fraud, corruption and other irregularities, including illegal activities of the European institutions for 10 years.

Mr. Vanyo Tanov, Director of the Customs Agency, Mrs. Angelina Mitova, Head of the “Specialized Department for Combating Fraud with European Funds”, Mrs. Sonya Klisakska – Director of the “AFCOS” Directorate in the Ministry of Interior talked on the new aspects in the work of the institutions in accordance with the European standards and opportunities for the expansion of the cooperation with OLAF.

During the seminar was the premier of the film “OLAF – Facing European Citizens, the ‘Class’ and ‘Boomerang’ Operations”, shot within the framework of the project and shown on the BNT on January 30 2010.

The results of the national analysis on “The Fight against Fraud and Misuse of European Funds” presented by Ms Ekaterina Markova from the Bulgarian Academy of Sciences provoked heated discussions.

In the program of the seminar were also included the presentations of Mr. Boiko Kostov – AFCOS, Head of the “Operative Cooperation” Department, OLAF – AFCOS – Bulgaria on the “Cooperation in the counteracting of smuggling and illegal production of cigarettes”, of Mrs. Iveta Balevska, Press Office of the Ministry of Interior, member of the communication network of OLAF (OAFCN) – “Bulgaria – an adequate partner in the fight against fraud”, of Mr. Nikolay Markov, Head of the Press Office of the Supreme Prosecutor’s Office of Cassation, Mr. Krasimir Dobrev, investigating journalist – “The Challenges Faced by the Fraud Investigating Journalists”.

The seminar enjoyed huge media interest. Forthcoming is the shooting of yet another film under the Project on the successful practices (resolved cases) of OLAF in Italy and Slovakia.
